First Annual meeting of the UK-RF CNCP

Title

Obninsk Seminar - First Annual meeting of the UK-RF Closed Nuclear Cities Partnership Programme (CNCP).

Objectives

  • Introduce DTI's CNCP Programme concept to Russian stakeholders, including officials from the Federal Agency for Atomic Energy (FAAE - formerly MinAtom) and the Closed Nuclear Cities.
  • Receive information from FAAE and Closed Cities' representatives about their conversion strategies, technologies, skills and needs.
  • Develop a mutually acceptable CNCP Programme concept outline and identify preliminary implementation steps.

Summary

First CNCP Meeting in Obninsk
In December 2002, at the Institute for Extra Training for Nuclear Specialists in Obninsk, a meeting was held to discuss the establishment of a Closed Nuclear Cities Partnership Programme between the governments of the Russian Federation and the United Kingdom. David Vincent from the UK Department of Trade and Industry hosted the meeting, in conjunction with Vladimir Sterekhov from FAAE.

Mr. Vincent introduced PE International as the Programme's implementing contractor. UK participants made presentations outlining their proposed structure for a joint initiative to promote job creation and sustainable economic development in selected Closed Nuclear Cities.

The representative from FAAE made a presentation giving a broad overview of FAAE/MinAtom's conversion strategy and identifying the areas where they thought collaboration would be the most beneficial.

Presentations were also made by each of the Russian Closed Cities' participants. These presentations included overviews of the employment status of scientists and technicians, their primary skill sets, projected redundancies, technologies under development viewed as having commercial potential, and a description of the areas they are looking for assistance and/or collaboration.

By the end of the meeting, the UK and RF participants agreed in principal on the CNCP concept and identified first steps, which later lead to:

  • Undertaking technology audits of selected Closed Cities in order to facilitate identification of grant projects
  • Developing options for the provision of business skills training
  • Identifying potential opportunities for commercial links between UK companies and organizations in the Closed Cities
  • Undertaking an economic development review of selected Closed Cities in order to assess need and identify opportunities

Cost

The DTI funded the seminar for a total cost of £3,066.
