Business Development Agency, Ozersk

Оzersk is a city with a developed economic structure, where industrial potential is dominated by the city’s main enterprise Mayak. The priority directions of its activities are carrying out defence orders, reprocessing and utilizing spent nuclear fuel, and producing radioactive isotopes. Conversion enterprises are also emerging based on radioactive technologies. Like other nuclear industry enterprises, Mayak is going through a process of reorganization leading to large scale job reductions.At the same time, a new player in the local economy, in the area of small and medium size businesses, is appearing on the scene in Ozersk. The development of the City requires investments, but for that, entrepreneurs need special knowledge and professional support.

The City and the city’s main enterprise have already been involved in the CNCP Partnership for several years. Taking account of recent tendencies in the economic development of Ozersk and Mayak, work began on implementing the project “Ozersk Business Development Agency" (BDA) in 2007 in the framework of the Partnership.

The aim of the project was to create an independent non-commercial organization providing services in the sphere of entrepreneurship and supporting the creation of new jobs. Key factors for the success of the BDA, in our opinion must be:

  • search for new sources of finance,
  • high quality services,
  • acceptable pricing policy.

The target group is start-up companies and the representatives of small and medium businesses, which show considerable interest in information services and assistance with the search for sources of investments.

But it is important to stress that, despite the obvious need for the Agency, organizing it was no simple task. Difficulties arose through the manner in which the whole period of organization was dragged out. Registering the Agency as a legal entity involved further preparations and endorsement of documents by the founders. The procedures for changing the status of the building so that it could be rented on a long terms basis were complex. It was essential to resolve questions relating repairs, acquiring equipment, and selecting staff. The practical, active phase of management work only began in February 2008.

The formal opening of BDA-Ozersk took place on 23 October, on the occasion of a visit by a CNCP delegation.

We are striving to ensure that the work of the Agency is based on modern understanding and technologies, promising mechanisms for attracting investment, strategic approaches to business development and the organisation of contacts which are of benefit to both parties. The BDA’s small but carefully selected team of staff is capable of finding a professional approach to solving a wide range of problems.
