The second annual conference of the UK-Russia Closed Nuclear Cities Partnership (CNCP) was held from May 23 - 26. Following negotiations that began in Britain in 2003, CNCP was established in summer 2004. The programme now includes Kazakhstan, Ukraine and Uzbekistan, and there are plans to extend it to include Armenia and Georgia. The Conference
heard evidence of the intense level of cooperation that has developed during the year.
The Conference was opened by Greg Kaiser, CNCP Programme Manager, and Ivan Nekludov,
General Director of Kharkov Institute of Physics and Technology, where the event was held.
The Director of the CNCP Programme, Trevor Hayward, made his presentation after which the conference
participants were welcome by vice-mayor of Alushta, Stanislav Kholod on behalf of the local municipal
authorities. During the presentations each participant stressed the importance of the Programme for
reasons that included meeting the initial objectives of the Global Partnership, and issues related to
the employment of specialists, social guarantees, and economic and political stability.
The CNCP Project Leader Patrick Gray outlined the modular approach taken to the organisation of work. The first module covered nuclear projects, the responsibility of Jonathan Perks; the second, non-nuclear productions, the responsibility of Christophe Trontin; and the third, training, the responsibility of Chris Bailey. Presentations by Programme specialists and representatives of former Soviet Union Republics nuclear centres participating in CNCP included an analysis of ongoing projects, ways of funding, possible forms of commercialization, marketing research methods, and the provision of training.
Vladimir Sterekhov of Rosatom led a separate session dedicated to CNCP.
