Seminar on Business Incubators in Russian Nuclear Closed Cities, Seversk, December 2008
From 9 to 10 December 2008 a seminar on business incubators was held in the city of Seversk. In addition to informative reports, the
programme included visits to the Tomsk technological and innovation zone, and to two student business incubators “Druzhba” (Tomsk) and
“Stimul” (Seversk). The official opening of the Seversk Innovation Business Incubator was a highlight of the event.

Seminar on Commercialisation of Scientific and Technical Activity, Tashkent, November 2008
On 19-20 November in Tashkent a seminar on commercialisation was held for representatives from Uzbekistan and Kazakhstan. It became
the last in the cycle of events which started with a big seminar organized together with ISTC near Moscow in March 2007. The event was
attended by 56 people - employees of nuclear centres of Uzbekistan and Kazakhstan, a number of scientific institutes, universities and
financial organizations, scientists - biochemist, representatives of companies - producers and distributors of isotope products, British
experts and also representatives of IAEA.

Visit of CNCP programme representatives to Minsk, November 2008
On 13-14 November a visit to the Joint Institute for Power and Nuclear Research (JIPNR) - Sosny, Minsk (Belarus) was organized for
CNCP delegates. The CNCP experts visited the sites planned for implementation of two projects which are now at the market research stage
and the project "Facility for detecting nitrosamines" approved in October 2008.

Visit of CNCP Delegation to Kiev, November 2008
10-11 November CNCP specialists visited the Kiev Institute of Nuclear Physics. The implementation of grant supported projects was
discussed, as were concepts for new production projects being proposed for funding through the Programme. An important element of
the visit was an examination of the accelerators, hot chambers. The purpose of this was to evaluate the commercial potential of the
existing equipment. A British specialist in radiation technologies took part in the visit to make this possible.

Audit of projects being carried out in Seversk, 20-31 October 2008
Periodical audit of projects being carried out by beneficiary companies in Seversk. Preliminary, current and final audits focusing on
the use made of funds which have been dispersed are carried out by a professional firm of auditors in conjunction with staff members of
the Moscow representation of the management company, HTSPE Ltd. They are a key link in the system for monitoring the implementation of
CNCP Programme projects. With the active involvement of the Programme's local coordinators they make possible quarterly monitoring of
the most important success measures for the projects concerned.
Visit of CNCP Delegation to Snezhinsk and Ozersk, 19-25 October 2008
Representatives of the Programme met City leaders and visited small businesses which are implementing CNCP supported projects. Among other things,
discussions covered the impact of the economic crisis on beneficiary companies. In Snezhinsk, the delegation worked alongside the Deputy
Minister of the Chelyabinsk Region responsible for economic development. The possibility of the joint funding of promising projects by
the CNCP Programme and the Administration of the Chelyabinsk region was discussed. On the occasion of the visit to Ozersk, a formal opening
ceremony was held for the Business Development Agency which has been established with help from CNCP.

Results of CNCP Steering Group Meeting, October 2008
At the meeting on 13th October 2008 the CNCP Steering Group approved 17 projects. The Committee approved outline proposals for
the 17 projects.
The Programme is part of the Global Partnership against the Spread of Weapons of Mass destruction. Funding at least until 2012 has
already been announced. It is expected that a decision on longer term prospects will be taken in 2010.

Study Tour to Great Britain, 6-12 October 2008
Study Tour to Great Britain for representatives of Closed Cities, the central administration of Rosatom, Atomenergoprom and the
Atom-Innovation centre. Senior level representatives from the City Administrations and the Rosatom nuclear facilities familiarised
themselves with British experience of the commercialisation of technology and local economic development.

IV Annual Conference of CNCP-NIS, Sevan, Armenia, 10-12 September 2008
Annual CNCP Conference held at Lake Sevan in Armenia, with representatives of Armenia, Belarus, Great Britain, Georgia, Kazakhstan,
Russia, Ukraine and Uzbekistan taking part. Such Conferences provide an opportunity for a very useful exchange of experience on the
implementation of CNCP projects through both formal and informal discussions between colleagues from the countries of the Former Soviet
Union.

Official Visit of CNCP Delegation to Zhelesnogorsk, 26–28 August 2008
The Zhelesnogorsk companies Kraspan, Vermiculite, Alukom, NPO PM MKB and Russian Profile - Zheleznogorsk have successfully
completed CNCP projects. This was confirmed by a visit by CNCP representatives to the city, which included evaluation of the results
of these projects. This was preceded by the Final Audit, whose purpose was to provide documentary evidence that the contracting
parties had carried out the obligations which they had committed themselves to fulfill.
CNCP delegation visited Kurchatov, 11-13 August 2008
A CNCP delegation visited the town of Kurchatov. The programme encompassed projects organised in conjunction with the National
Nuclear Centre of the Republic of Kazakhstan. It also reviewed the on-going collaboration with the Nuclear Technologies Park, which
has been set up, in part, to help create new jobs in this satellite town of the former Semipalatinsk nuclear test site. The
Programme is contributing to helping the Technopark with its development strategy and with staff training in an initiative which
is also being partly funded by the Technopark itself.

Visit of CNCP representatives to Seversk, August 2008
From 4 to 6 August there was organized an official visit of the CNCP delegation to Seversk. The experts visited operating production
sites and sites planed for operation of FSUE "Siberuan Chemical Kombinat" and Seversk, where CNCP projects are implemented. At the
meetings the delegates discussed implementation of ongoing projects and considered several new proposals.

for top-management of the Kazakhstan National Nuclear Centre, Kurchatov, July 2008
From July 20-28, 2008, CNCP organized a visit to the British and European Scientific Centre at Culham for top-management of the
Kazakhstan National Nuclear Centre (City of Kurchatov). The main goals of the tour were to get acquainted with the JET and MAST
tokamaks, and to discuss technical and organizational areas of potential cooperation.

The 6th CNCP-Russia Conference, Astrakhan, July 2008
The results achieved by the Partnership over the previous year were the focus of the 6th Annual CNCP-Russia Conference, which was
held in Astrakhan from 8-10 July. As on previous occasions, the Conference brought together top level leaders from the six closed
Rosatom Cities involved in the Programme. Representatives of the nuclear enterprises and scientific centres, directors of the
business development agencies and International Development Centers from the cities and British and Rosatom specialists also
participated.

Seminar on Commercialisation of Scientific and Technical R&D, Kiev, April 2008
A seminar devoted to the commercialisation of scientific and technical R&D, organized by CNCP, was held in Kiev on April 9-10, 2008.
The event was attended by 60 people, representing nuclear centres from Ukraine and Belarus, STCU, specialists employed by
commercialisation departments from various research institutes, and British experts.

Official Visit of CNCP Delegation to Sevastopol, March 2008
An official delegation of CNCP representatives visited Sevastopol (Ukraine) from March 24 to 26.
During the trip the CNCP experts visited the Sevastopol National University of Nuclear Energy and Industry (SNUNE&I), which became involved in the CNCP activities in 2007.

5th Business English Course in the De Montfort University, February 2008
From the 4 to 29 February an annual Business English Course traditionally took place in the De Montfort University, Leicester, UK.
This year the University received a fifth group of representatives from Russia and former Soviet Union Republics working on the CNCP Programme. The group
included employees of nuclear centres and research institutes from Sarov, Ozersk, Snezhinsk, Seversk, Zheleznogorsk, Kharkov, Almaty,
Kurchatov and Tashkent.
